George W. Appleby is a partner in the Carney Law Firm and has been practicing law since 1979. He has a B.S. from Iowa State University and graduated from the University of Iowa College of Law in 1979.

George has a broad general legal practice. He was an assistant Polk County Attorney for three years following law school and then an assistant city attorney for the City of Des Moines for four years. His local government experience included trial work, government law and regulatory law and criminal prosecutions. A hallmark of his practice has been its breadth. Over the course of his practice, he has represented clients in myriad areas of the law. He has engaged in considerable trial work and has argued before the Iowa Supreme Court and the Eighth Circuit Court of Appeals numerous times.

In addition to his general practice, George has been lobbying the Iowa Legislative and Executive branches since 1990. A major focus of his lobbying efforts has been directed toward health care issues on behalf of nursing homes, mental health and mental retardation facilities, and Medicaid managed care. George has been a member of the Governor’s Medical Assistance Advisory Council (MAAC) since 1991 and served as its chair in 2000-2001. While successful lobbying is a year-round enterprise, during the legislative session from January to April, George dedicates about 75% of his time to the hill.

George has been active for many years in local political campaigns and has participated extensively in Iowa caucus presidential politics for more than 20 years. He was a member of the Polk County Compensation Board from 1990 - 2003 and served as its chairman in 2001. He is was a board member of the Iowa Trial Lawyers Association in 2002. He was also a member of the first two Polk County Charter Commissions in the late ‘80s and early ‘90s. He is a Master of the Bench of the Blackstone Inn of Court. George is also a member of the Polk County, Iowa State and American Bar Associations.
