Scott Hall was born and raised in Brooklyn, Iowa, where most of his family still resides. He graduated from BGM High School, and attended the University of Iowa for his undergraduate studies. Upon obtaining his bachelor's degree in 1998, Scott joined General Motors Acceptance Corporation in West Des Moines, Iowa. As a part of his career with GMAC, Scott moved to Phoenix, Arizona, and then Las Vegas, Nevada to pursue additional opportunities within GMAC Financial Services. While living in Las Vegas and working full time, Scott attended night school in order to earn his Masters in Business Administration, graduating with High Honors. Scott left GMAC in early 2005 and returned to Iowa to pursue his goal of becoming an attorney.

While attending Drake University Law School, Scott was an active participant of the Drake Law Review as a Junior and Senior Staff Member. Scott's academic note was published by the Drake Law Review in December 2008. Scott A. Scott was also active in the Drake Legal Clinic's Criminal Defense Clinic where he served as a public defender defending court-appointed misdemeanor and minor felony cases in Polk County. Beginning in December 2006, after Scott's first semester in law school, he began clerking at Carney & Appleby and he has been with the firm ever since. In December 2008 Scott earned his Juris Doctor degree with High Honors from Drake University Law School. He was admitted to practice law in Iowa in April 2009.

Scott is an active supporter of University of Iowa athletics, serving on the board of the Polk County I-Club. He also remains very active with his fraternity, Beta Theta Pi, serving on the Iowa chapter's Alumni Board and Housing Corporation Board. As part of his efforts, and in honor of a slain fraternity brother, Scott serves as the Development Director for the Dan Holmstrom Memorial Scholarship which awards an annual scholarship to a University of Iowa undergraduate each Fall. Since 2007 Scott has also donated his time to mentor at-risk youth through a local partnership between Des Moines Public Schools, the Des Moines Area Religious Council, and Big Brothers Big Sisters of Central Iowa, known as Project Connect.

Scott is employed in a general practice specializing in business law, real estate, construction law, wills and trusts, estate planning, personal injury, medical malpractice, and worker's compensation.
